Hi John,
I think the phrase is free-surface, the amount of space without any interuption. A flat-bottomed canoe could have a considerable amount of free-surface compared to a similar shaped kayak. Also, in a kayak, the kayakers legs act as baffles in lateral water movement.
Of course, a spraydeck would minimise any water ingress, and in a canoe, a bailer scoop does help.

I still prefer a kayak, or boat, that has some vee or keel effect. I have gone for an accidental swim from a flat-bottomed punt when it literally slid out form under me. I was standing at the time. That learned me. :)
Another good reason to always wear a PFD in a boat or kayak.
