Hi Jason,

Most "white" glues are stronger than the wood and will be fine providing you give the joint enough time to come to full cure - typically 24 hours.

Water resistant glue is not required because you will be coating everything with epoxy later.

An 8:1 scarf will have enough glue area that the joint is not likely to fail and will flex quite well.

If at all possible, try not to put the scarf joints in the high stress areas - there is no point in looking for trouble.
