After looking at John Waddington's pic ... the appearance reminds me of the look of glass cloth that has for some reason refused to completely wet out ... I've seen this several times on seam tape. I'm wondering that when the cloth was wet out ... perhaps the cloth in those areas might have looked wet out but was in fact not completely wet out. And over time ... considering shrinkage of the epoxy and wear and tear ... the epoxy has simply flaked away.
