It looks like de-lamination to me. You say it appears as though the epoxy has vanished, from this I think of glass that feels like it has never been wet out. Is this the case or is the glass still hard? I don't know how epoxy could vanish so my vote is for a de-lamination.
Maybe there was a little air left in the fillet lamination that promoted a de-lam, and again with the rest maybe a not so great bond in those areas.

I don't know but am interested in reading this one through
