I agree it looks like the glass has delaminated from the wood, can be caused by the wood surface flexing more than the epoxy/glass allows.

Other possibility, specially if it's only in the cockpit is that the surface has just been abraded from entering and exiting the boat, as well as rolling etc. The abrasion will wear away the varnish and then the epoxy and the UV in the sun can then make the remaining epoxy milky looking. I double the glass in the seat area and the foot area to help prevent this.
