If the glass is still hard then it is most certainly a case of de-lam in my books. The glass still being attached to the ply is interesting but from the photo it does look like it is concentrated in certain areas, and within those areas are patches of white and patches of wood suggesting that the glass is still bonded in sections of the questionable areas.
If my hunch is right then the reasons for de-lam could and probably will be endless in discussion, my end vote would be to cut out said areas and glass in patches. If there is any chance that I am right then brushing on new epoxy won't fix the problem and after a while you may find yourself here again. Also by cutting the patches out you would probably find out the answer for sure.

Keep us informed I for one am curious to here what this is.
