Blush is water soluble and it's best to scrub it with a little detergent and water. I usually go over the surface with a light wet sanding. What occurred could be blush - it could be contamination from the lacquer thinner - and... some epoxies will form an orange peal surface if put on too thick. Once I started wet sanding with detergent and water between coats, I never get that problem with any brand of epoxy. By wet sanding - just a 10 minute scrubbing of the surface.
