Jim, On my boat the foot braces are almost on the shearline. I did not use extra tape because I used one layer of 3" tape and another layer of 2" tape over that to attach my hull to deck. There is also a thickened epoxy fillet along the seam under the 2 layers of tape. The area where the footbraces are mounted should be plenty strong. If you have less glass in the area you mount yours, It's probably best to add layers of glass. The rest of what you propose to do is the same as I did.

I hope we don't get beat-up too bad for mentioning drilling holes thru our boats.
