Footbraces and Bulkhead questions

I have a couple questions regading the installation of the footbraces and bulkhead installations.

When is the best time to install, before the deck is in place or after? I am using wood stripped panels for the bulkheads.

I am also thinking of mounting the footbraces inside and would like some ideas on how to approach this rather than drilling through the hull. I am using the 13" Yakima footbraces. Should these be done before or after the deck in put on and what's the best way to determine their location?
