I'm sure that a stripper wouldn't distort enough to worry about. One advantage of cutting first is getting a really tight bulkhead would be trivial. Just trace the opening on to cardboard or plywood. If you make the two bulkheads the same, they will force the openings to be the same shape. One might end up having to be slightly larger than the other, but that can be dealt with. You can drill through the stacked bulkheads for the bolt holes, they will align just fine.

Again, there is always more than one way to skin a cat, and the different methods will each have their own advantages.
