this sounds like the system that I built for my expedition single, and it cost me about 25 dollars. I used wood for the pedal system and strips for the rudder (pictures in the expedition single section of Nick's page). the peddle assembly moves back and forth on wood tracks on the bottom of the deck and the bottom of the boat and held in place with a pin and cable length adjusts with fastec buckles in a web section. works good for me.
