Marc always dress for the water and you can kayak regardless of temp.

If the water is below 75F you should start considering a wetsuit.
Under 70 it's mandatory. Also if air temp is under 50F regardless of water temp
From there it depends on the thickness of the wetsuit, but once the water hits about 45F it's dry suit time.

Also in any sort of cold water or even cold air conditions a life vest is mandatory. Hypothermia kills you slowly, but cold shock drowns you a lot quicker.
