28 lb should not be hard to achieve. Don't skin with glass as that soaks up quantities of resin which is heavy. Just use the glass on the seams. My 5 m x 510 cm with 3 mm ply came out at 13 kg (could have been lighter) before fitting out. Admittedly it is now 18 kg but that's with a heavy rudder, pedals, hatches, declines, etc. A lot of that could be either not be fitted or lightweight versions fitted. As for fragility - it gets rough handling at times and survives it. Used for multiday as well as day tripping.

Second thing the weight she is lifting on to the car should be less than half the weight of the kayak - if she is doing it the right way.

You lift one end up at a time. The first end goes on to a rack extender of some sort and the second lift (other end) is into a cradle. Pull down and swing the first end into its cradle. Best to put the aft end up first. If she is too short use a stool to step up on to.
