OK, if anyone's interested, I made up a vinegar/steel wool mix, left it for a few days, filtered it and painted some on a paulownia strip... and yes it darkens. Not as much as a cedar test strip but definitely very dark brown after a couple of applications. In the picture below the darker area at the top of the strip has been done twice.
