Use some of the cardboard to make a S&G type kayak shape as a mandrel from available online plans or pieced out from a friend's existing S&G yak.

Rip up a bunch of cardboard and soak in a big tub of water until the fibers all get dissociated. Possibly use some sort of mixer to help. The idea is to get the fibers all loose as in paper making or paper sculpturing. Sift out the fibers and retain.

Get some lemon oil (limonene) and put the styrofoam into a 5 gal plastic container with the lemon oil to make a type of styrofoam resin/glue.(assume noxious chemicals will offgas and take safety steps):

Mix the paper fibers with the resin and thinly spread over the mandrel, with possibly some thin ripped strips of paper cladding (from the card) into the matrix. Cover the matrix with more resin mixture and let set up. Try out techniques using a heat gun on low setting to really wet out and shape and possibly squeegy or trowel matrix smooth. Build this up to say 1" thickness or so. (assume noxious chemicals will offgas and take safety steps)

Sand smooth with fairing boards going from 40grit up. Fill difficult areas with straight 'lemonized resin' and sand smooth. Paint.

Wet out interior plug/mandrel and pull out the sodden mass to leave a foam kayak behind.
