What I've taken away is that it doesn't matter whether length is a direct variable or not. At the end of the day, longer boats are more efficient at higher speeds and likely a bit more efficient at lower speeds as well. This result is a combination of several changing factors, but they are all related to length.

This is all assuming flat water, no current, nor wind. If efficiency goes from being defined as resistance at a given speed to being defined as how long will it take me from get to point A to point B for a given amount of effort, it seems logical that this could make a big difference. For example, an 18' boat should track better than a 14' boat so if you throw a bit of wind into the mix, the longer boat could become more efficient than the shorter one if efficiency is defined in practical terms even if it were less efficient defined in pounds of resistance.
