That may not be the entire answer. The rest of the answer is that water in liquid form has a surface tension. That surface tension is a measurable force. If the force pushing the water into a hole (pressure calculated from depth submerged) is less than the surface tension over the hole then the water will not penetrate the hole. When you go a little deeper the pressure goes above the surface tension threshold and the water is forced into the hole. Steam molecules are not limited by the surface tension of water and any hole size larger than a molecule of H2O will let the water in to condense later.

With that in mind the Etrex need not have a membrane under the vent hole just a calculated hole size.
