I have a CLC Cape Charles 17 and a Patuxent 17.5. Neither has a rudder. The Cape Charles is easily maneuvered without a rudder. It responds very well to subtle leaning. The Patuxent is my straight line speed boat. It tracks beautifully without a rudder, but it does not want to turn without some effort.

If you choose a boat that meets your requirements, the need for a rudder is probably more of a need on the part of the paddler than of the boat.
