I built a CLC 17 and didn't want the expense of a rudder so I added a retractable skeg. Being a rookie I did not know what would happen in the wind and wanted to do something. The skeg helps if there is a strong wind from the back, but the boat is tolerable with it retracted. It is harder to turn with the skeg down. I think the handling versus directional stability is a trade off you will have to consider when selecting a boat. I'm happy with mine.
