The reason is the 90 degree plus turn the cloth is not capable of making when it is wet out. I think it may have something to do with the low viscosity of the epoxy and its infiltration into the glass fibers expanding them, preventing them from making the sharp turn. Think of it as trying to bend your garden hose when full of water compared to bending it without any water in it.
