Hi Tom, by all means get Nick's book; it has great information in it. At the very least you will want it for the paddle and rudder plans. Search the Bear Mountain site and BBS for lofting directions and additional stem offsets - I am currently building one of their boats.

The first number is feet, the second is inches and the third is eighth-inches. Plus (+) indicates an additional sixteenth inch. You'll see why this notation is used once you start plotting. Get Allan Vaitses book 'Lofting' at your local Public Library if you want to learn a lot about the subject.
