To be a little more specific, the threaded socket is behind the black plastic grill below the right headlight. The threaded towing eye is in the styrofoam gadget holder in the center of the spare tire.

: Hi Dean,

: VW and several other manufacturers don't put tow hooks on the front of the
: car for cosmetic and safety reasons. HOWEVER!! Pop off the plastic cover
: on the front bumper cover and you will find a large threaded pipe. Now
: look in the tool kit that came with the car and there should be a hook
: that threads on to or into the pipe. It was there on both the 99 and 2000
: Jettas that I repaired recently.

: Toyota also does this and it is a good idea to help prevent injury to some
: unfortunate soul who steps in front of your car at low speed.

: Toyota has a threaded bolt on BOTH sides but I believe VW only has it on
: one>

: Hope this helps.

: Ian
