Since most small tools use universal motors, meaning they incorporate brushes and run on AC or DC, why not buy a speed controller? That way, you can smoothly adjust the speed of your router, rotary tool, ROS and Palm sanders, etc. Harbor Freight sells a universal motor speed controller for 19.95 and it works great.

As to an ROS, I chose the inexpensive Ryobi RS240 ($39 Home Depot) because it is lighter weight than the others, fits my hand nicely, has the same power and Orbital speed as a single speed Bosch, and comes with a full 2 year warranty - - Some of the other brands only warrant their products for 90 days or 1 year. And I DO plan to use it a lot over the next 2 years! ;-) Also, it accepts either self-stick or hook & loop right out of the box - an adapter is included. I have really enjoyed using it.
