I'd leave it alone. The chine will be under water most of the time, and when you're upside down everyone will be too busy with other things to notice a hump in the chine. If you plane it you'll expose layers of plywood, which will pretty much require painting the hull. On the other hand, if you plan to paint the hull anyway, I'd follow Lee's advise and plane it smooth, if necessary reinforcing the inside fillet in that area.
