I see that in the plastic P&H boats. Their approach to the sealing problem is to gto to a cup shaped bulkhead that allows more flex but retain the seal. Instaed of just cover a form, place soem foam insulation on one side of the form, round the edges over, maybe a 3" radius. cover that in plastic, glass it. what you end up with is a flexible yet strong bulk head that takes up the least amount of space yet creates no stress points.
