Here in new Zealand its been mooted a number of times but not yet the law. Usually stimulated by some idiots doing something stupid causing a death or near death.
Mostly jetskis seem to be the main ofenders. We do have a low speed limit close to the shore or other craft including man powered but there are still offenders of this and its hard to bring a prosecution.
