Since you asked for responses from around the world here is one from the other side. Here in the Philippines this concept might be considered hilarious or absurd, but it would not be considered something that would ever happen here. The number of laws here are at least two or three orders of magnitude less then the US. And most of those we do have are merely suggestions.

So yes, there is no registration of people powered boats.

And the water is warm year round; I was born in my immersion gear. Sorry, just had to add that.
