I always apply a second or third coat of epoxy before the previous coat has cured, gives a nice chemical bond instead of a mechanical bond. That won't be your problem. Did you sand the epoxy while it was still soft and not fully cured? I have done that and got what you are looking at...either that or there was not enough epoxy in the first coat.
