Paint thinner is an oily solvent, unlike lacquer thinner, acetone, toluene, alcohol, etc. While it can be used to prep a surface for varnish or oil-based paint, I would never use it for wiping down a surface that was going to be epoxied. I suggest that you wipe down a piece of scrap, then apply epoxy to it as a test before you try it on your entire boat.

I often use mineral spirits for cleaning old tool when reconditioning them. It leaves a film behind that protects the metal from moisture until I can apply wax or another preservative.
