As long as you use water proof glues, I see no reason that it would be doomed to fail. Glues are stronger than the wood. (especially cedar) My opinion would be go for it! Sounds like a great to me. (I plan to make a paddle for a friend this spring, I may have to do the exact same thing.)

If glueing it really doesn't sit well with you, another choice would be to look at the 2x6's 2x8's 2x10's and 2x12's. They may have a 3 1/2" wide section you could use also.
