With the exception of roughing out the blank - and that can be done with a drawknife- you really dont need power tools to make a paddle. I do all of my shaping with a block plane. A random orbit sander does come in handy, and you will want one for the boat anyway...

Just close your eyes when walking all the other isles of the tool store, and you'll be fine :)
