An F-14 going fast is supersonic, which is a different kettle of fish. Lift for lifting is no different than lift for manuvering. The physics is the same.

A high aspect ratio rudder will provide more efficient turning moment than a low aspect rudder. The main reason you don't see them on sailboats is structural. America's Cup boats tend to have high aspect keels and rudders, but they can afford the neccessary materials. It is generally a good idea to keep a rudder from sticking below the keel because, you don't want the rudder to break off. This problem is solved in kayaks (and some sailboats) by having the rudder kick up.
