Got to put my two bits worth into this one. Last spring, at a store that deals in dogsledder supplies, I got a headlamp powered by a 9v battery -- one of those block things that's about 3"x3"x4". Made by Eveready, so it can't be too hard to find -- it was on the 1/2 price table. I've found that it's quite effective in getting the attention of an oncoming jetski -- just reach up, flick on the light, and stare 'em down with a good, tight beam. Of course, the first time I used it, it was on the local conservation officer, who came over to check me and my buddy out. He thought we were spearing fish out of season. Guess those paddles do look a little like a spear . . . I can just imagine an Inuit spearing carp on an Indiana lake . . .

I wear the headlamp over a common baseball cap. The bill tends to keep stray light out of the eyes.
