On my CLC, I laminated extra deck beams and put one on each side of the bulkheads. I put my deck on single handed but used webbing straps and made sure a strap went on directly over the bulkhead. Very strong deck and I have a place to add outriggers at a later date.

I have also retrofitted bulkheads to fiberglass boats and had gaps to fill. Thickened epoxy with wood flour with fiberglass tape over the filled space seems to have worked just fine.
