I don't profess to be an authority on the subject, but I've used bias cut cloth to reinforce the stem and stern and although it does stretch and narrow a bit, it still wets out nicely. I recall chatting with a guy at the Newfound Rendezvous who said he used 9 oz tape on the exterior seam of his Night Heron and just couldn't get the tape to disappear. He ended up sanding off the whole mess and cutting his own strips of cloth tape.
As for the "white spots on bias strips' thread, it sounds like it may have been unrelated to the fact that it was bias tape.
