I agree with Don--water could be a bit risky.

Paint stores use universal pigments to tint and tone paints. They're "Universal" because the same pigment can be used for both water-based and oil-based paints and stains. The dry pigments are like flour or dry cement powder. The liquid is about the consistency of Elmer's glue. The dry shouldn't have any problems with compatibility with the epoxy.

I'm not sure if the liquid pigments would work as I don't know what liquid is used for a binder with the pigment--it can't be water or oil-based, as it would then be incompatible with the other type of paint. Snot?
