Foot pegs

If anybody has any experience of comments they would be much appreciated. I'm currently building a CLC double and have purchased Yakima foot pegs for it. I have read postings about people mounting the foot peg rail to a piece of wood via T nuts, then epoxying it in place inside of the boat. I like the idea of not having to penetrate the hull with mounting bolts. Would it be possible to mount the foot pegs rail directly to the hull if the aluminum was sufficiently scuffed, say a 60 grit belt sander or does the epoxy not bond to the metal?
