Dave, I am beginning to wonder if this is not more magic than science. I have had no problem with Flagship over System Three and it has six times the UV inhibitors of Captains. CLC uses Matrix (MAS) resin with which I have seen some fisheye problems occur. As this was a recoat of an older boat I am assuming some contamintation, as in wax or Silicone. However one coat of System Three cured the fish eye problem and Flagship cured just fine. And this is in Oregon, in a damp garrage. I am currently building a CLC kit with MAS and have had no problems with the resin. I have used it before and while it has some limitations it also has a lot of good qualities for this type of construction. Perhaps Flagship works with System Three and doesn't work well with MAS. Like I said I am thinking Magic more than Science. Since the boat I am building will be finished in Awlgrip LPU and Duratuff clearcoat for the deck I won't be able to add any more info on the products in question. Still this is a great place to discuss these problems. And there really are serious problems. All these chemicals are definitely not compabable and the more info we can get out the better everbody's projects will turn out.
