Let me get this straight: you have a piece of 1" fibreglass cloth hanging of the i/s of the hull and the same on the outside of the deck. Put them together, wet out the little overhangs and join them to their opposing piece.

If that is what you mean, it won't work. The little overhangs suck up or wick enough epoxy to become brittle when the epoxy sets and your little overhangs break.
