Sanding does not remove amine blush, it just smears it around. Plain soap and water should work, but I wanted to be on the safe side. I used Interlux 202 Fiberglass Solvent Wash. Ingedients are as follows: light petroleum naphtha, methyl isobutyl ketone, and cyclohexanone. It is toxic stuff, I used it outside while a good breeze was blowing. Everybody says it kills brain cells fast! It does do a good job of cleaning fiberglass.
