Pygmy says to paddle the boat for a month before varnishing, they use System 3 epoxy. I had a similar problem, over the whole boat after 3 1/2 weeks with Interlux varnish. Wipe it off with mineral spirits and a scrubbing pad. Clean the boat with epoxy wash, then soap and water, rinse thoroughly!, then revarnish after it has dried. I used Z-spar Captains varnish on the second try. I did this when I had that problem and the finish is wonderful now. It appears that you have some blush left on the boat that reacted with the varnish. You have to get rid of the blush before you can revarnish.
