Except for the width requirement, the Guillemot could fit the bill. For its 17' length, its remarkably easy to turn. With the addition of a skeg, it will track well. It doesn't have a lot of storage room, but definitely enough for weekend camping. If you plan to take it on class 1 rivers where you might hit some rocks, an extra layer or two of cloth on the bottom should handle it.

I have a Dagger Edisto which is a plastic hybrid-type boat. It's 14.5' with a beam of 24.5". Because it tries to cover both applications (touring and easy river), it doesn't do anything great. It's not a bad boat, I just outgrew it pretty quickly. It's one thing to buy a boat and outgrow it. But it would be a shame to take the time and effort to build a boat and then tire of it after a year. (Of course, that might not be possible with wood strip boats no matter what the design)
