What a bummer. I switched to using 4 oz. cloth on the outside seam for transparency and because I feel it's all that's really needed. I've used 9 oz. tape on all my other boats. Your epoxy was probably begining to thicken or not enough of it. That heavy tape really sucks up resin. If I was in your shoes, I would probably try to sand a lot - but not all the tape. leaving enough to do the job but reducing it's thickness a lot. Finish the sanding with very fine wet 220 or finer paper. Then see if it will wet out clearer. You can experiment with water. As you wet sand, you'll get a glimpse of the progress (as far as wet-out). You chances are pretty good. You can sand the areas that are really bad more than the rest. If the entire tape line is bad then you'll have to sand the entire length. All you need to leave is a paper thin layer. You don't need a lot of tape thickness especially if you used the 8 0z. tape on the inside. Thick tape on the outside and the inside is mass over kill especially since the joint gets flooded when you do the inside taping.
