Bob I use a soldering gun with a flattened tip that cuts thru nylon cord or stretch "bungie" and leaves a nice smooth cut. I have also use a razor blade held with vise grips and heated with a propane torch till red. Another method is to put shrink tubing found at electrical supply houses or at Radio shack on the end and heat with a heat gun or match. It will shrink onto the end, cut off excess for a nice finished look.
