If you go to a plywood supplier you can get actual certified underlayment. Think of it as the floor-manufacturer's (since they must warrant what goes on top of it) version of Lloyd's of London and they way that they certifiy BS 1088 for marine construction. Heaven knows what they're selling at the orange box.
