If you don't insist on preserving the natural wood color of the plywood, S-glass is another option.
S-glass is substantially stronger than the typically used E-glass. The disadvantage is that due to very tight weave it is difficult to wet-out clearly. You could use 6-oz S-glass on the outside of the hull, then paint it.
4-oz E-glass on the outside deck should be strong enough. This combination would probably result in a very lightweight, but reasonably strong boat.
