3 mm ply with 6 oz cloth on outside, 3 oz cloth inside.

or

4 mm ply with 3 oz inside, 3 oz inside.

I don't know if you have the luxury of choosing from a variety of plywood.
Different brands/types have different weights.

My local marine lumberyard has 4mm marine ply @ 14lbs/sheet and another brand at 19lbs/sheet. They also have 'non-waterproof' 3mm ply @ 7lbs/sheet.
