If you apply the goop, epoxy-graphite-silica after each coating has initially set but before it gets hard, they'll bond chemically and you won't have to sand. In warm weather or a very warm shop, I can put a coat on with slow hardener about every 6 hours.

Btw, we've found that black electrician's tape makes a very good mask for this (relatively cheap too), you do need to retape for each coat or the tape will get epoxied into place.
