You are correct on that- black sanding dust is messy, and any sanding dust is not healthy IMO, so you need old clothes and a good dust mask (minimum). Unless you have excellent dust collection on your power sander, I'd stick to hand sanding(with a block).
Moving to wet sanding as soon as you can (finding coarse grit waterproof paper is difficult) will help keep the dust under control.
Depending on your neighbours, a breezy day outside may be best!
