Strip: Raising the deck of an Outer Island

I''m just about done with the hull, and nearly ready to flip 'er over & start on the deck.
I haven't decided whether to stick with the standard size cockpit, or use the larger cockpit that I traced from my Shearwater, though I'm leaning toward the standard plan's. Whichever cockpit size I use, I do want to raise the deck height about 1-1/2". How do I do it? I also notice that on the McNeil's ' page they say that Dennis built the deck of his OI to a 16" radius. What does that mean? Thanks.
